You can play either XKT or WTET online. They have different modes. But for offline, only XKT supports.

Make sure you have enough disk space (3 GB at least) and keep trying. You can probably use a VPN in case it keeps failing on your local network.

Howdy everyone! Here is a small update.

XKT v3.3 release notes:
• Updated the US Open venues, Arthur Ashe and Louis Armstrong, to their 2023 editions
• Added TEM 2 to TE 4 when playing with the XKT mod and re-organized menu files
• Assigned modded animations to Training Club characters, including Andre Agassi, Denis Shapovalov, Jannik Sinner, Serena Williams, Venus Williams, Iga Świątek, and Qinwen Zheng
• Introduced a new Training Club character: Su-Wei Hsieh

Do I need to install version 3.2 first? This version 3.3 did not come with an installer file, only the folder..

No, you update it from Mod Management in the game, not manually downloading a folder. This means no, you don't need to install previous versions.
